AMD A8-7410 is suddenly causing lags on Windows 10

Hi guys, This is going to be a long one, please do read the whole of it.
I've bought a hp-15af006ax for college stuff ( reading pdfs, watching video lectures, movies, giving presentations..etc.), but since i do play a flight simulator called Flight gear i considered buying a laptop with a discrete gpu. I'm putting out the specs here,

amd a8-7410 @ 2.2 Ghz.
4 gb ddr3 ram @1600 Mhz( this will be upgraded to 8 gb in a few days!)
Radeon r5 M330 gpu with latest hotfix installed
toshiba 500gb hdd @5400 rpm

well its clear that i was on a budget while purchasing this laptop.I performed a dual-boot with Ubuntu 15.10 and win 10 pro version 1151..The problem being faced is, on windows 10 many lags are shown, for example: cursor blink rate stops suddenly, mouse pointer stops responding suddenly by just freezing for a second or two, the windows minimize and maximize slowly....this occurs mostly when chrome is open.

But the freeze of the mouse pointer occurs about 5 times per minute i.e., its very frequent.
on flight gear too the frame rate increases to 30 and again comes down to 1fps..the frame spacing is horribly fluctuating..
To put my problem in a nutshell, the system suddenly works fine and suddenly slows down drastically. its just annoying.

The thing that stuns me is that no such stupid things happen on ubuntu. Even flight gear runs at decent fps (30-50)without proprietary drivers installed for the gpu.

Is windows 10 not utilizing all the cores of my apu? or is it that windows 10 is faulty?
One last thing to say is that i have tested win 7, win 8.1.. all windows versions show this lagging.
in the first few days after the install the system is fine.. after a week or so, it starts behaving crazy.

Please do suggest what to do

I got few suggestions to try:
1- While facing this issue on windows check the services and the consumption of CPU and RAM/Memory and see any service that eating: Memory, CPU, or Read/Write to your HD.
2- Try to use a software to test your HD and see if there is any problem with it
3- Keep any eye on the heat of your CPU & GPU, try to use software like HWMonitor.

i checked the task manager, no discrepancies were found.
i have already checked the temps with hwmonitor,
during normal usage the temps of the cores lie between 57C-61C,
while running graphic intensive applications like furmark, the discrete gpu temp averages at 71C
and the cpu also at 67C-71C..
Even while typing this reply right now, the letters take time to appear on screen and they suddenly fill the screen.
This is really annoying :-(
i defragged the disks and performed the HDD diagnostics during boot. no problems detected :-(
i fear there is a problem with windows :-(
i'm getting thoughts of abandoning windows !
please suggest something guys..

My friend had an issue with Win 10. He bought a new laptop and was fine for few days then suddenly it became slow and when he checked services he found that one of the windows services consuming the HD read/write (Cant check what it is called coz am using Mac right now). He disabled all kind of things and do alot of things too but still no solution except his problem starts when he play single game otherwise everything is fine.

As a last resort I would suggest to send it to HP and ask them to check what is wrong with it but before that you can run a test for the memory (There is certain software and let it run until round 8-9). Before that try to set it to high performance instead of recommended and see if anything changes.

I have HP with A10-xx and to be honest I regret buying it because after 2years the cooling fan started to fail (blue screen) and seems no replacement except from them and the temp now is 91c, Win10, but I dont use it anymore I am using a PC.

the problem is solved.. i took a backup and formatted the drive on my laptop and reinstalled windows 10 pro, everything seems fine now..no such lags which i spoke of !
