mobo : ASRock - A320M-HDV
Psu : Cooler Master - MWE 450
HDD : Seagate - 1TB BarraCuda
SSD : Sandisk 120 GB
but is it good for video editing 1080p or 4k ???

It would be much better with R5 2400g processor. It would work with your MB and new BIOS. A8 9600 is old (FM2+) technology chip adapted to work in AM4 boards. Some more RAM would also help
