As @Lucky_SLS said, the chart indicates this should be 10 for the high-end mobile chip (11 for the desktop).

Also, CU is defined twice in a row.

Seems like there's little reason to get the 7 unless you need better graphics performance and/or have excellent cooling at 25W.
With the TDP restricted I bet the difference between the 5 and the 7 will be negligible.

Its not even close to competitive....
I have checked all the offerings. The prices for $749+ are with a 1366x768 screen and a ryzen 3 and sometimes even with 4GB of ram and a 500GB HDD.....
The specs are literally those of $300-400 laptops...
You want a ryzen 5 and 1080p? Its $1000+...
Something with an SSD (256g or smaller) and 8G of ram? Try $1300+
But you can get an i7 with Nvidia GPU in a better chassis in the same "pro" series for $1000, when you can barely get a Ryzen 5 at all for $1000 even with the worst possible specs.

He's lookin on Amazon at i7-7700HQ laptops like the HP Omen or msi GL62M with 128Gb ssd, 1Tb hdd, 8Gb ram, gtx1050ti/4 for just under $1k.

You can get an i7-8750H, 8Gb,1050,128Gb, 1Tb msi for $1100, but if you want better, then to are looking at closer to $1600+ and still only with a 1050ti/4

Yes, current gen parts. Either 8XXXU or 7XXXHQ/HK... The 8XXXH parts literally just came out and are not available in most designs yet.

There are more and more every day....
https://www.amazon.com/GL703GE-ES73-8th-Gen-i7-8750H-processor-FireCuda/dp/B07BP9G913/ref=sr_1_6?s=pc&ie=UTF8&qid=1528166437&sr=1-6&keywords=i7-8750H

^ Taking a look at something like that

https://www.amazon.com/Dell-Gaming-Laptop-i7-8750H-G3579-7989BLK-PUS/dp/B07BXG7725/ref=sr_1_4?s=pc&ie=UTF8&qid=1528166437&sr=1-4&keywords=i7-8750H

^ Or that

And then comparing it with a Ryzen 5 machine with a TN 1080p display and a 500GB HDD for the same price (or an even higher price) is just a complete joke.
This is Intel keeping AMD priced out of laptops.
