Amd apu capped at 2.92 Ghz

I have an amd A10 7870k Apu (black edition) which means that I'm meant to be able to overclock it. The thing is, I'm running the stock cooler and I used to cap the clock/frequency speed at 74% with the older drivers to keep the pc quiet. Ever since I updated the drivers to the new Radeon Crimson software, I don't have access to the clock speed controller. When I play games I see that it's always running at a maximum of 2.92 Ghz (only 74% of the standard max speed that Im meant to get which is 3.9 Ghz. I've been trying to reset the settings to default but nothing's been working. Does anyone know how I can get it back to default max frequency of 3.9 Ghz?

Funny how different PCs can act so differently, even similar hardware, because I had the exact opposite experience, I have an A8 7600 that I have to run in 45 Watt mode (because the entire system is running off a 90 Watt laptop charger). Set it to 45 Watt mode in the BIOS and the CPU downclocked itsself down to 2.0Ghz and the iGPU stuck at the idle speed of 300Mhz and never turboed at all. Only way I could get it to run at the correct 3.3Ghz CPU/700Mhz GPU was with Overdrive.
