Will i experiance bottleneck if i use AMD Athlon II X4 640 + GTX 750 Ti ?

And current ram 4 GB

It'll probably be fine. What GPU do you have now? What games are you trying to run? You might be CPU-limited in some current AAA games, but if you don't want to completely replace your system, a modest GPU upgrade is the way to go.
