Hello.

I have a Athlon 860K, and I was wondering if my temperature is normal, my CPU runs at 60C at idle and 90C while gaming are these normal? I think there to hot but I don't have much experience with AMD CPUs.

Those temps definetly don't look normal. At idle it should be around 40° to 55° Whilst it being around 60° to 80° at max. Try speeding your CPU fan speed a little higher until it reaches those temps or try getting s new after market cooler that would fit in your case. I'd suggest a cooler aster 212 evo. They are pretty cheap and reliable.

I put the fan on full speed, but when I go to look at the speed in cam, its bouncing around. Do you know why this is happening?

Try downloading MSI afterburner. That would show you the tempteture of your CPU and graphics card. Pas for why the speed is jumping around, it is just adjusting to a good speed and that's all.
