AMD Athlon X4 860K Thermal Throttle issues

These threads are every were i know.

I have a Hyper 212 evo cooler on my chip and yet it looks like its thermal throttling.
I noticed this over the past 4 months when i started to get HUGE performance dips in CSGO
I started at 200+ fps it dipped to 120 fps now im only getting ~80 fps
I have my chip overclocked to 4.4 ghz and in the task manager its reporting running at 2.5 ghz when im in CS but when i leave it it goes back to normal.
Athlon x4 860k
GTX 960 2gb
cm hyper 212 evo
and a gigabyte f2a68hm-ds2H motherboard

edit:
I downloaded AMD OD and my voltage is dropping to 0.6 v and my multiplier is dropping to 17 when im in game.
 
Seeing as your CPU is overclocked. Your cooling solution is obviously flawed in installation or is not enough to handle the heat.

I would reseat the cooler and make sure the fan is blowing full speed. My guess would be it is your overclock though.
 
If it was a PSU issue he probably would have seen some complete random restarts or BSOD. Sound like it is just throttling due to the over clock or due to an improperly installed\configured CPU cooler.
 
I recently reinstalled my cpu cooler just to make sure that it wasn't the problem and my cooler isn't the problem. This issue is only in Source games. I also reduced my oc and it did nothing so heat/oc isnt the problem.
