I was not sure whether this is hardware or software, so I am just going to post this here and hope that someone can help...

I asked at the AMD site forums, but nobody there seems to have a solution for this problem.

Okay, so here is my Issue...

I just upgraded my video card from an older Sapphire 2GB Radeon HD 4870x2 PCIE card, to a newer HIS 2GB Radeon HD 6970 PCIE card.

The hardware install was a no-brainer, but when I rebooted after the install, Windows began to have issues with the Catalyst Control Center. First Windows only saw the new card as a generic PnP VGA compatible card. So I went to the AMD site, and grabbed the newest non-beta drivers they had. It had issues right from the start. When installing, It gave me an error saying it could not find an INF file, with no reference as to what INF file it was talking about. It did finish the install though and now it seemed fine. Windows saw the card properly and seemed to load the correct drivers, but it gets better. I opened the Catalyst Control Center to reset the overscan on my monitor and get rid of the annoying 1" borders around the screen, but when I opened it up, there were absolutely no commands in the left hand column fo the Graphics Card or my Monitor. Just a few panels for my CPU. So I tried uninstalling and reinstalling the drivers and still the same thing.

Next, I restored my system to a restore point a couple of days back, before I put in the new card. I the uninstalled the drivers again, and changed the settings to use the generic PnP VGA Driver again. driver, then after a reboot, I reinstalled the AMD drivers with a freshly downloaded set of version 12.10 to make sure it wasn't the downloaded file. I rebooted again, after making sure that the .Net 4.0 framework was properly installed as well. When the system came back up, I opened CCC, and it was the same...

Which is where I am now...

I hope someone out there has some useful solutions. I really don't want to completely reinstall Windows. It takes me a week to get everything back up and running when I have to do that. So please help..

I would have to say reinstalling windows is the best option. you could first try the card in another computer incase it is the problem. but the problem sounds awfully software based.

you can save some time on reinstalling programs by using http://ninite.com/

CCC is a .NET app and for what ever reason it is stepping all over the .NET files installs. You didn't mention what version of Windows you are running. I'm running Win7 64-bit. Anyway, here is what I suggest to avoid a reinstall of Windows:

Verify ALL security updates and Service Pack as the latest version of CCC require specific .NET libraries.
1. Go to Add/Remove programs and uninstall CCC and all its components
2. Go to Device Manager and removed the Video Adapter Drivers and reboot.
3. Allow windows to install the native driver it finds for your card; you can function off the generic drivers that are installed rather than using the CD that is provided with the card/adapter.
4. Go to the AMD site and download your drivers.
5. To install (as some of the very smart people on this forum mentioned, choose the custom install.)
6. Deselect the audio drivers then install.

Misc Information

1. If you are running Win7 all latest Service Packs and security updates, you may have to reinstall if you uninstall CCC
2. When you uninstall CCC it appears to remove the specific .NET libraries it requires for full functionality
3. HD Radeon 2400 Pro can work with Win7 as long as you avoided the bad package provided by AMD between Jan 15 2013 - March 2, 2013

I faced this problem when I installed the new version of Catalyst 14.4, No solution found in these forums helped me, The problem seems to be with the new version of Catalyst, It seems that it can not remove the old driver and install it's own driver, But I found a solution:

Solution: I removed the previous catalyst through it's uninstaller completely, Restart, And then installed version 13.1 instead and TADA! The new Graphic driver is now installed and all the Catalyst options (Scaling, Coloring, ...) are now back.

I think the Catalyst 13.4 or 13.9 would work too but I didn't get the change to test it.

Download AMD Catalyst 13.1: http://support.amd.com/en-us/download/desktop/previous/detail?os=Windows+Vista+-+64&rev=13.1#amd-catalyst-packages
