AMD build not booting

Hey guys at the late night (EST Zone), I've just finished building my AMD FX-8350 with 970 mobo, an tri fan asus rx 480 and a Corsair h115i liquid cooler. The problem is I got it to turn on, but one of the GPU fans didn't spin, and both my monitors didn't turn on and boot into Windows. I couldn't put in the extra cable for the cpu cooler block, so maybe that's what I forgot to use for it to boot?

Oh, and the installation disk is still in the cd drive to try and boot.
