AMD catalyst control center error 1723

I am getting my new video card in the mail today, so I was attempting a clean driver uninstall when I received this message "Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor."

I've looked up various solutions to this problem, but couldn't find anything concrete. Has anyone ever run into this before? If not any ideas/suggestions?

I'm simply trying to uninstall the AMD display drivers. I am using Windows 8.1 and am upgrading from a 7790 to a r9 270.
 


I installed ccleaner and tried uninstalling CCC from there only to run into the same error 1723. However, I did try your second idea "reinstall, to install" and that sort of worked. Everything uninstalled: display drivers, hyrdavision etc, except CCC. In the log there was a single error that basically said CCC "failed", where everything else that uninstalled read "success."

I rebooted and CCC is still there. Now as long as the drivers are gone, I don't mind that it is still there, because I was going to reinstall it anyway. But now I have another question.

I have never used ccleaner before. Is the registry cleaner a safe and effective way to fix registry problems?
