AMD Catalyst not installing correctly/at all.

Hello guys.
Couple of days ago I downloaded the 15.4 beta drivers optimized for GTAV, and noticed that only these two options were available instead of the whole list that usually shows.
I didn't think much of it until I completely uninstalled the drivers and still got these 2 options and nothing actually installing.
I tried cleaning up every AMD and ATI folder and registry keys, even used DDU but every time, I only got these 2 options and while CCC shows up in the program list, it's not on the computer.

I installed them through the device manager manually but that way I don't get catalyst. So, here I am. Anyone?

PS: R9 290 Sapphire Tri-X. Windows 7 64 bit home premium. Tried 14.12 version, same thing.

Have you tried just downloading and installing the .exe rather than through device manager

Of course. Nothing happens. The install only shows the 20mb of CCC and nothing else, and after I manually restart nothing is installed. That's why I went through device manager.

I've tried pretty much everything that can be found on the web. I'm guessing here comes the format.
