If you like quiet and temps are fine, leave it enabled. If you want to squeeze every last drop of performance out of the OC, turn it off. But turning it off won't do all that much to boost performance IMO.

I think it depends on how you use the computer. If you tend to leave the computer on all the time, I would enable it. If you turn the computer on to play XYZ and then turn it off, I would disable it.

The Ryzen balanced power plan was developed to make benchmarks look better. It's minimum CPU frequency is 90%. There is nothing wrong with the Windows balanced power plan.
