AMD CPU clocked at 3.7 GHZ when the box says 4 GHZ

I bought an AMD 860k for my budget build:

AMD 860k
GTX 960
8 GB of RAM
1 TB Hardrive

The box says that the CPU can go to 4 GHZ, but windows shows that it is staying at 3.7. Why is this happening? I want to get more performance. Does anybody know how I could fix this?

4 GHz is the max TURBO freq, which will only run for lightly loaded cpus, once the cpu gets fairly warm, it will throttle back to 3.7

your looking at turbo speed. 3.7Ghz is its normal frequency and it'll turbo up to 4Ghz if it can
