AMD Crimson driver killing fans?

Today while playing GTAV I was getting serious frame drops and never had this issue before and so I go and investigate and HWMonitor says the fans are spinning at 908RPM (I know the fans should spin faster usually around 2400-3100RPM) but inside my case the fans where not spinning and my card had hit 118° peak. Is this a known issue or is my card dying?

Some people faced slow fan speed bug with Crimson driver and the issue was already fixed with a new hotfix driver that can be downloaded from
