[SOLVED] AMD Driver makes the system boot time & shutdown time much longer ?

So I recently bought a HP Pavilion dv6-6052ea laptop for 40Euros used. It seemed to me like a great deal so I bought it. It has an i7-2630QM, 4GB DDR3, 500GB HDD and an AMD Radeon HD 7490M GPU. I already bought some used RAM and a new SSD for the system.
There is only one issue with this laptop. After the Windows 10 boot logo, the display goes to a complete black for exactly 60 seconds ( I calculated and it is the same after every boot ). The same goes when shutting down the pc - After the message Shutting Down... it goes to that black screen for 1 minute and only then the laptop turns off. I find this very annoying, because it just takes too long.
I figured out, that removing the AMD GPU Driver fixes the issue, but no matter what, every AMD driver I installed gives the same result ( I tried DDU wiping and then testing both the BETA driver and the Standard driver ). While researching, I found out, that someone experienced something very similar, except, that it wasn't the AMD Driver, but rather the Intel ME, which delayed the startup of the system for 60s. Is there anything I can do? I guess it is, because of the unsupported and outdated drivers, but the AMD Beta driver was from 2016 and it still did not work properly. I don't want to downgrade to Windows 7, because of the lack of updates to Chrome and the OS itself.

I have already updated the BIOS to the latest possible ( F. 1B from 2011 October ).

The post someone made, that is similar to my situation, the person who determined it was Intel ME's fault is on the second page of the thread. ( The site looks sketchy, but if you go to any forum's thread on HP's site, you will find it is very similar. )

EDIT : FOUND A SOLUTION, YOU HAVE TO TURN OFF EnableULPS IN THE REGISTRY TO GET RID OF THAT BOOT DELAY.
