Amd driver not responding No internet solutions have helped yet

So i have this issue where my pc tells me my amd driver isnt responding, ive tried to fix it by downloading the newest driver but everytime i try and start a League of Legends game the screen starts flickering on and of till i get the Blue screen of death. Ive tried to uninstall the drivers using windows or driver uninstall software and now it only detects a vga driver. Ive completely reinstalled windows 7 which just made me get black bars around my hdtv screen( which i use as a monitor) which never happend before with this tv. Ive trie to set a trdDelay which did nothing. Im pretty much out of options i can think of so please help me.
I have a radeon hd 6850 an i7 octacore and 16gb of ram.

You need to completley unninstall the amd drivers before updating to new ones.Preatty sure the black bars are just from lowered resolution from having no drivers.Go to amd's site and download the drivers after it finnises check if it installed the gpu drivers.

Ive allready trie all different types of instal, uninstall and update and nothing seems to change anything ecept the fact that i get blue screen when i fully update
