AMD FX 4100 running at 3.8 Ghz when I'm not trying to overclock

So I opened up AMDs OverDrive software, and I didn't change anything I was just curious and looking at the software, but the processor is rated at 3.6Ghz, and it was running at 3.8 Ghz according to the OverDrive Software. Like I said I didn't change anything, and I wasn't planning on even attempting to overclock until I learned more about it. I was concerned about this and my CPU is only running at 9% according to task manager. Also the temperatures from CPUID HWMonitor and the OverDrive software are different.

Is there a reason my computer is running faster without me changing anything, and should I be concerned about this? the temps are Max 48C with CPUID and 54C with the OverDrive software.

I appreciate any help, and while I'm trying to learn, I apologize if my question sounds dumb or I missed any important information.

I think 3.8GHz is the stock turbo P state for that CPU. Basically it runs that fast automatically if there is thermal power headroom available.
