AMD FX 4300 GTX 750 Bottleneck?

I'd like to know if my AMD FX-4300 is bottlenecking my EVGA GTX 750 1GB.

Specs:

AMD FX 4300
EVGA GTX 750 1GB
8 GB RAM (only 799mhz)
500GB Hard Drive 7200rpm

Its possible, but it might depend on your draw distance settings, in which they have to be low to get decent fps out of a 750.

Im pretty sure the game requires more and will dog badly until you find the right settings, you meet the requirement for the minimum setup so, take it for what it is. likely as good as xbox1, likely less.

You should try going into Task Manager while GTA V is running and setting it's priority to High/Above Normal, this seems to resolve the issue for a lot of people. Also to reduce pop-in you might want to invest in an SSD, it allows the textures/models to be loaded in faster, but this probably is the more expensive solution.

I was thinking that upgrading my CPU to an AMD FX 8320 would fix the pop-ins. Should I be upgrading my graphics card instead?

I would upgrade your gpu first and overclock your 4300. If that does not solve the problem, upgrade to skylake later this year.

I doubt this will resolve the pop-in as this is a common issue across various machines, but you'll get a hell of a lot more performance
