AMD FX-6300 @ 4.0GHZ When I Didnt Overclock

Building this computer about 2 days ago, i've noticed that its extremely loud. I then found out its the CPU fan. After a bit of tinkering, I realized that the clock speed, was at 4.0GHz when it should be 3.5GHz. I never overclocked, im thinking it came like this and i'm gonna have to decrease the voltage.
So i'm wondering what I have to do to lower it, and how this issue occured.

Specs:
Case: NZXT H440
Motherboard: Gigabyte 990FXA-UD3
CPU/Processor: AMD FX-6300 Clocked @ 4.0GHz (It should be 3.5GHZ)
HDD: 1TB WD Baracuda
GPU: R9 370
PSU: Seasonic 460w Fanless Fully Modular

You can also control your fan speed in the bios. you can set it to Auto or specify what temperature range will it start kicking in. If your in doubt you can always reset the bios via jumpers in your board to remove all previous settings just be careful though.
