Question AMD FX 6300 underclocking itself to 2.00 ghz

my pc crashed and bsod after that all bios settings were reset and my cpu is stuck at 2.00 ghz
specs
AMD FX 6300
GTX 1050 2GB
8GB DDR3 1300mhz
Corsair VS550 PSU
1TB HDD

.It was like 35C or 40C I got it not to underclock by turning on Cool N Quiet I dont understand why.
