AMD FX 6300 with M5A78L-m/usb3

I recently set up my build with the
FX 6300 Stock Cooler
M5A78L-m/usb3
MSI Radeon HD 7950 OC'd
Konqor 80+ 450W (Taiwanese Local Brand)

I am currently at 4100 MHZ with a reference clock of 200mhz
vcore voltage is maxing out at 1.380v however i am getting fluctuating voltages
Core temps are maxing out at 61.4 Celsius
socket temps are maxing out at 68 Celsius

My main question is, is the voltage fluctuation normal? my individual core VID (not sure what this is) ranges from 1.225 ~ 1.325

My current settings results in a stable Small FTT prime test.
However I am also getting some clock speed throttling where my CPU core speeds go from 4100 MHZ down to 3000 MHZ or 2000 MHZ and going back up. The temperatures don't seem to be a factor so I'm thinking it's something with my bios. (LLC is set at 51%) FYI

Most likely it is the budget motherboard not handling the OC, VRM's are getting hot forcing thermal throttling https://docs.google.com/spreadsheet/pub?key=0AgN1D79Joo7tdE9xMUFlMEVWeFhuckJEVF9aMmtpUFE&chrome=false&gid=4 built in protection.
PSU is as well on the low side.

Also ditch stock cooling, not helping VRM by keeping the heat from the cpu in the same are, use an inexpensive 3rd party like Cooler Master Hyper 212 Evo and if your case allows, a exhaust fan or two behind and above the cpu socket and an intake fan in the front, what case are you using ?

I was planning on ditching stock cooler as fast as possible.
My current case is the CM N300. one exhaust fan on the back. will add a intake fan eventually.

so a proper cooler will probably stabilize the throttling? PSU wise, maybe when i budget up 😛

Voltage fluctuations are because of the VRM's most likely.

Yep VRM's or poor quality PSU, which I suspect your Konqor is.
