Amd fx-8320 and hyper 212 temps WAY too high?

i have just built my new pc with an fx 8320 and a hyper 212 evo. I am getting around 39C cpu temps when in the BIOS setup and im considering re-applying my thermal paste as i think i have put a little too much on my cpu. However, im not sure if its worth the hassle of taking my motherboard out of my case and basically re-installing the whole thing if these temps arent too bad. Any advice would be appreciated.

There's nothing wrong with 39°C in the BIOS as it keeps one core busy. What is it when the OS is loaded and the system is idle and at 100% load?

BIOS keeps the CPU on a load. A better indicator would be to run a stress test program and keeping an eye on the CPU core temperatures.
