so i am making a new build and in the futur im going to do crossfire with a r9 280x so i was wondering if i could ocmy 8320 with a cm hyper103 or t4 and my mobo asrock 970 pro3 to 4.0ghz
That board can BARELY handle the 8320 stock. Having dual 280x means your motherboard temperature (especially VRMs) will skyrocket so it might not even handle the 8320 stock. Get a decent motherboard when doing enthusiast builds for gods sake...

well could you recommend a cheap motherboard for god sake. One that is good and will let me OC.
Ok well i've upped my budget to 600 aud and have decided to get i5 6400 and b150m pro4/d3 from asrock. would that be a better crossfire solution without ocing
