Just to get it out the way:
I'm using a 212 Hyper EVO cooler and Arctic Silver thermal paste that was applied properly. In addition, I'm using a GA-78LMT-S2P motherboard.

Now, for some reason I can get the 8350 to 4 Ghz, but even though Core Temp indicates that the temps are only 40C maximum, the core speeds get underclocked when I run Prime95. How do I get beyond this? I've tried setting the voltage up on both vcore and cpu/nb, as well as trying to increase the clock speeds of CPU/NB (2400 Mhz) and HT Link (2400Mhz) (Which both actually ended up in a CMOS reset). What more can I do?

Solution

Your motherboard has no support for FX 8 core processors. On top of officially not supporting FX 8 core processors your motherboard only has 4+1...

So, I can't find this in the guide, but right now I don't know what to do. The temperatures are completely fine, should I increase Voltages to fix the underclocking or will this always automatically happen?

Your motherboard has no support for FX 8 core processors. On top of officially not supporting FX 8 core processors your motherboard only has 4+1 power phase and 8 core processors should have 8+2 power phase and VRM cooling (heat sinks) to be able to overclock properly. You are going to have to get at least a 970 motherboard to properly support your processor and should really get a 970 gaming motherboard with at least 6+2 or preferably 8+2 power phase and VRM heat sinks.

Ah, now I finally understand! I found a very good source of info about VRMs and power phases, and I''m actually quite surprised I was able to push this motherboard as hard as I have, and I think it's just because of how good the airflow in the case is.

Anyhow, I think I'm going to put the money I would use for a new motherboard towards a motherboard with an Intel socket, because I have not had good experiences with AMD with it is as for performance and quality. This FX-8350 I bought individually was clocked at 2.8 GHz by default (Because of the motherboard detecting it, I presume). Thanks for the help.

The reason why it was reading it as 2.8Ghz is because the processor isn't supported by the motherboard. Even if you got it up to stock setting for the FX 8350 it couldn't have ever run right with that motherboard, performance wise you were never really running an FX 8350 because your motherboard can't support it.
