AMD FX-8350 OC fails/unable to OC properly

Hello, so I've decided to overclock my cpu since it's pretty common with this one. But after my first try I already failed. I was trying to go for 4400mhz at first with 220mhz bus speed but I wasn't even able to get past login screen before blue screen. Then I looked at my voltages and saw that I was running pretty low @ 1.2 or something I guess. Then I changed it to 1.35v and 215mhz bus speed. No good after launching prime95, I got a blue screen. Third try, 210mhz bus speed. My 8th core stopped working after 4 minutes and the rest did fine after 30 minutes on prime95. Temps were at max 66 celsius. I really don't get it what's wrong and as I bought my hardware used the last owner told me that he got the clocks to 4,5ghz with the evo 212 which I'm using aswell.

Cpu-z and HWMonitor shows that my cpu core voltage atm is 1.328-1.336v Though it's set to 1.35 from the OC Tweaker.

PSU: Corsair CX600 Non-modular
GPU: EVGA GTX 970 SSC
RAM: G.skill sniper 2x4gb 1600mhz @ 1680mhz
SSD: 120gb samsung evo
HDD: 1TB something
OS: Windows 10 Home, 64-bit
