I have an fx 8350 and with the stock cooler it was idling at about 30 c, but under load was reaching temperatures of 80 c. I purchased a Cooler Master Hyper 212 evo and the idle temp is 20 c but the load tomp is still 80 c.

Does anyone know why it made no difference, have i got a faulty CPU??

Did you...
Could be inadequate cooling on the motherboard, could be inadequate airflow in the case, or as @Calvin7 said the CPU might not be properly supported. Or something else entirely.

Just in case, what case do you have, what motherboard do you have, & how many case fans does your case have? Also, how are you measuring your temps, & have your tried using AMD's Overdrive application to check your thermal margin (which is a much more accurate read of how close your CPU is getting to the "overheat zone")?

I have a Bitfenix Nova case, a MSI 970 motherboard and I have one intake and one exhaust.

"a MSI 970 motherboard"

That appears to be a partial name of the model. From that description, it could be several different models, but the CPU is likely supported with a AMD 970 Chipset model.

"one intake and one exhaust"

I can't tell very much from this description. You might really have a hot box with poor circulation. You can try using fans that move more air.
Specs for case are:
Cooling Front 120mm x 2
Cooling Rear 120mm x 1 (included)

These are inexpensive fans:
Cooler Master SickleFlow 120mm

You may also have the thermal material between the CPU and heatsink applied with too much or not enough thermal material.

If you can remove the side of your computer case and solve the issue, it is a case airflow issue, and you need more fans/bigger case or a combination of both.

If that does not resolve the situation, make sure you have the fans on the 212 EVO in a push/pull config, and you are using 2 fans on it.

If that does not resolve the situation, try reapplying your thermal paste using the "dot" method.

I can't see two more fans bringing the temperature down by 20 c?? It shouldn't be getting this hot with a Hyper 212 evo in any circumstances, right? Correct me if I am wrong, but this is what I have been told.

I have tried reapplying my thermal paste, made no difference. And I got a different CPU, made no difference.

Did you remove the side of your case and the temp issue went away?

If it did not, in the other part I was talking about having 2 fans on your 212 EVO in push/pull.
