AMD FX 9590 over heating

Hey, I have a pc with an AMD FX 9590 that keeping over heating my computer, but I also have a Corsair H100i GTX. Im not sure what to do to fix it. I really need help.
 
Solution
As others have said, that motherboard is not rated to supply enough power for the FX9590. That chip is a 'silicon volcano' needing huge amounts of good power and outputting huge amounts of waste thermal energy.

My first guess is that the motherboard is undergoing throttling, with voltage limiting, to stop it burning itself out, or thermal, to stop burning itself up.

My temps go up to 75 degrees celsius, for my mother board its about 60-80 degrees celsius. My mother board is a MSI 970 GAMING, and my case is an Enermax Ostrog ECA3253-BR Mid tower. And something that is also weird is that my computer makes a really load noise, i'm not sure if it's the fans, or the pump. I got my computer like 4 months ago too.
