AMD FX-9590 Stuck at 1400MHz

My friend built himself a rig last year -- using a couple of second-hand parts -- and has from day one had trouble running games at a smooth framerate. We've tried numerous things, such as changing his old and worn out hard drive with an ssd, changing to water cooling to account for the heavy heat the processor supposedly produces, and straight up buying a new graphics card. Due to my own stupidity, I hadn't used OCCT to check whether or not his CPU was even running the way it should be. And well ... it wasn't. It was throttling at 1400MHz, exactly and always.

So, with that belated knowledge in hand, we set out to find any throttling issues, like options in AMD Overdrive, in the BIOS, or even in Windows itself. After every power option we could find had been turned off -- APM, Turbo Clock, all BIOS options -- it was STILL throttling at 1400MHz. OCCT was confirming it too, the darn thing just wouldn't go past that mark!

So, here I am, on the verge of throwing myself off a building. Please help us end this chapter of our lives, or I fear this could turn into a murder-suicide kind of thing. Any and all help appreciated!

Motherboard: Asus Crosshair V Formula-Z
CPU: AMD FX-9590
Graphics: 2x AMD Radeon HD 7900 Series (connected with crossfire)
CPU Cooling: Corsair H105 Water Cooler
Memory: Corsair Vengeance Pro DDR3 1600MHz 8GB
OS: Windows 10
 
Solution
Theres a slow mode switch on that board , extreme top of board in line with front RAM slot, ensure its switched to off position.

Obviously don't do this while the PC is on!!
Yeah, Windows 10 has been a thorn in everyone's behind it seems. But, and I forgot to mention this, the problem started before he updated to Windows 10 from Win 7. He also claims he updated the BIOS, but I don't know for sure, since I wasn't there.
 
Well, I did mention that we should try and disconnect one of them, but the problem has existed since before he had even ONE graphics card ... so I don't know.

CPU is steady at 27c
 


Well, I'm not entirely sure what to tell you. I wasn't there when he checked it, but OCCT is telling him it's at 27C. He installed the water cooler today, so I dunno. I know the CPU runs hot, but it's barely running at all! I mean 1400MHz? 1/4th the clock speed, 1/4th the heat, I guess xD

Your PSU is borderline and a minimum 1000W gold or platinum PSU is recommended for your setup.
Go into Bios>Advanced>CPU Configuration and disable Cool'n'Quiet.
Disable C1E state
Enable HPC mode
Enabling or Disabling APM should be considered. GO here: http://www.ronwoods.us/2014/02/what-does-amd-application-power.html .
Check your Power Settings in Windows and choose High Performance.
Other Bios tweaks LLC and Load line calibration changes may be necessary depending on frequency desired.
 
hi im the friend that has this problem. i have removed one of the graphics cards and while the cpu seems more stable it is still locked at 1400 mhz, i have cleared the bios and not long ago i flash updated it so i do not think that is the problem... any more suggestions`?

I had the same problem but when i turn the slow mode off the problem solved ,It seems my motherboard Msi 990fxa doesn't support my CPU 9590 fx 220w even when i use 200w the system will freeze only when i use it on 195w it's runs , and when i improved the CPU the SSD improved as will but till now the SSD didn't reached its max speed .

You should start your own thread Khalid 9590.
I have had considerable success with the FX 9590 and one thing is for sure, you cannot run any OC on that chip without an AIO water cooler of at least a H110 or equivalent. Your Zalman will just not cope under load.

FYI and anyone else with this problem that comes to this thread.

The slow mode switch.In the image below, next to the Qcode LED Debug display is the 'Slow Mode' switch that assists in better overclocking when using LN2. When engaged, the slow mode enables the system to make adjustments by slowing down the CPU and avoiding crashes. Hence the CPU runs at 1400Mhz. Right next to the slow mode switch is the LN2 jumper, which allows the system to eliminate the cold bug and run at extremely low temperatures.

Ok but i read on the MSI website that Due to the high TDP there are limitations while using the fx9590 CPU, So if i brought a water cooler system shell my motherboard and CPU work in OC mode ? and also is all fx 9590 chips support water cooler system ?
