amd fx6300 get slow sometimes

CPU: FX-6300
Motherboard: Gigabyte 72LMT-S2PT
Ram: 8GB
HDD: 1TB
GPU: GTX1050Ti 4GB DDR5
Chassis:
OS: Windows 8.1
Monitor: 22" meaning 1080p gaming

i am running watch dogs 2 on my system when i changed quality of graphics to high from medium it was running fine but after sometime it giving me low speed in game. should i change my oprating system windows 10 64 bit with direct x 12 or will do something more?

without gaming it is now showing minimum 43'c and maximum 44'c. i have checked in open hardware monitor.

no it is while running smoothly but i will tell u maximum temparature while it slowing down. what is thermal throttling?

When it gets too hot, it will slow down to manage heat better, on those CPU's can be around 65C I think.

there's no way that hes not got a HS. maybe no paste, but we don't even know temps at fault condition yet.
