AMD fx8350 on sabertooth 990fx r2.0 , core speed and multiplier keeps changing every 2-3 seconds

I am working on an asus sabertooth 990fx r2.0 with an amd fx8350 mounted. When i launched the cpu-z program , i saw that core speed keeps changing between 4113.7 mhz and 1404mhz. in addition , multiplier keeps changing between x20.5 and 7.0 . Why is this happening? normal it revs up and throttles down as needed like some little background program may kick it in and rev it up and then go back down

nothing to worry about intel does it to

may look at task manager to see whats running or if its a service you could set to manual from auto

Completely normal. It's to save power I think and also keep the computer cooler.

You could change this in bios. But would only be necessary if your overclocking.
