AMD fx8350 on sabertooth 990fx r2.0 , core speed and multiplier keeps changing every 2-3 seconds

normal it revs up and throttles down as needed like some little background program may kick it in and rev it up and then go back down

Completely normal. It's to save power I think and also keep the computer cooler.

You could change this in bios. But would only be necessary if your overclocking.
