AMD FX9590 stuck at 4.5 ghz

Somehow my cpu is now stuck at 4.5 ghz according to cpuz and amd overdrive. Stock speed is supposed to be 4.7 mhz. It was at 4.7 ghz, and now it is 4.5 ghz after an error occurred and windows shutdown. It stays this way even doing a stability test. My computer isn't in power-saving mode either. How do I fix it?

First, check in BIOS to be sure nothing got changed. The multi should be 23.5. Then see what it is in CPU-Z. If the multi is only 22.5, see what happens when you increase it to 23.5.

Disable turbo boost, Power saving, C States, C1E, HPC in BIOS. Make sure multi is at 23.5x, Base Clock (FSB) is at 200 MHz.

Also do check that your CPU is not at 61.1°C or higher.
