Amd GPU stuck at 450 mhz clock while gaming

well hi guys...
i recently bought a new amd gpu r7 265 by saphire to replace my old hd 7750 which was working fine..
so when i start to play league of legends i noticed some fps drops which is pretty weird since my gpu should handle this game perfect even in high settings
So using gpu-z i came up with this : at idle gpu clocks are 300 for gpu and 150 for memory but when i gaming are 300-450 for gpu clock and 1400 for memory..
I think that my gpu clock during gaming should be 925 and i get these fps drops cause it is so low..
Any suggestions?
i have a core i3 4th generation a 600w psu and i have a clear install of the catalyst 14.12 drives..

well my older gpu hd 7750 had absolutely no problems..
is there any possibility that the new one may be broken or smthing?
actually when i run benchmarks it works perfect at 925 gpu clock..the problem occurs only in LoL.
is there any option that gpu uses low gpu clocks on "lightweight" games?
