AMD Graphics Card not being detected

I recently re-installed Windows 8.1 and now when I try to update my AMD graphics Card it says there is none. It's the AMD Radeon HD 7970M.

This happend to me a while ago... When my Titan X SLI wont come up on the hardware panel. The solution was to Forcefully install the least updeated and generic NVIDIA (in your case AMD) drivers available and then install the most updated ones.
