AMD Graphics Card won't download from CD

I am trying to get my AMD Radeon R9 290X Double Dissipation Edition Graphics Card working, but every time I put the CD into the Disc Drive this pops up: http://i.imgur.com/tKioE6Y.png?1 and then disappears after a few seconds. Nothing else happens after it disappears.

I've got an Intel Core i7-4790K 4.0GHz Quad-Core CPU, and have Windows 8.1 64-bit OS. I have no idea how to fix this, and would greatly appreciate help!

Don't bother with the CD driver. It's out of date.
Get the drivers from AMD own website:
http://support.amd.com/en-us/download

Never install the graphics drivers from the CD. By the time that package gets in the hands of the consumer, those drivers are usually well out of date. Always install the latest drivers downloaded directly from the AMD website.

if this is a new build and a clean install of windows. make sure you installed the newest intel chipset drivers and mei drivers.

make sure in windows there two cards showing up the onboard intel chipset and the amd card (show up as standard vga). if your using the onboard chipset you need to turn on muilt monitor support to turn on the gpu.

I tried to do that first, actually. I even tried it again just now, but it's tell me that the install is failing. It's not telling me why it's failing, though.

I have the Intel chipset and mei drivers installed, but the amd card isn't showing up at all in the display adapters.

Do you know which part of the installation it is failing at?
Check in your C:\Program Files\ATI\CIM\Reports Report.xml file.
Did you plug in all the PCIE power slot on the gpu?

to the op go under primany display...if it set to ipgpu set it to peg/pci and then turn on under it mulit monitor support so both chipset will be on.

Everything is plugged in properly and it won't show me what is failing :/

It's already set to PCI, but nothing in any form is showing a way to allow multi monitor support.

Actually, now that I'm looking I don't think the graphics card is even being detected. My BIOS screen says nothing, windows ins't showing it, and when I go to download the drivers it isn't detecting it either. The fans are running, the lights are going, but nothing is showing that it's there. Anyone know what's going on?

if it a new build make sure the mb bios is up to date. also make sure the 4/8 pin cpu/pci power is connected.

If I'm not mistaken, they are telling you to go to the AMD website and get the latest drivers.

OP, try installing the drivers online. Does Device Manager detect the graphics card?
