AMD Graphics Card won't download from CD

I am trying to get my AMD Radeon R9 290X Double Dissipation Edition Graphics Card working, but every time I put the CD into the Disc Drive this pops up: http://i.imgur.com/tKioE6Y.png?1 and then disappears after a few seconds. Nothing else happens after it disappears.

I've got an Intel Core i7-4790K 4.0GHz Quad-Core CPU, and have Windows 8.1 64-bit OS. I have no idea how to fix this, and would greatly appreciate help!

If I'm not mistaken, they are telling you to go to the AMD website and get the latest drivers.

You can find them here http://support.amd.com/en-us/download

I tried to do that first, actually. I even tried it again just now, but it's tell me that the install is failing. It's not telling me why it's failing, though.

I have the Intel chipset and mei drivers installed, but the amd card isn't showing up at all in the display adapters.

Everything is plugged in properly and it won't show me what is failing :/

It's already set to PCI, but nothing in any form is showing a way to allow multi monitor support.

Actually, now that I'm looking I don't think the graphics card is even being detected. My BIOS screen says nothing, windows ins't showing it, and when I go to download the drivers it isn't detecting it either. The fans are running, the lights are going, but nothing is showing that it's there. Anyone know what's going on?
