AMD HD 6770M - Driver refuses to install!

This is a fresh boot of windows. No existing drivers installed. I have updated all windows 7 updates. I have made sure it has .NET 4.0 Framework.

I am at a loss. It tries to install the catalyst drivers. Reboots the computer and then says there is no driver installed or that it failed. I have removed it, and tried 4 times with separate downloads in case something was corrupted.

Why is this happening? it is outrageous!

HP DV7 6199us Entertainment Laptop. It's got Windows 7, Intel i7 and the stated 6770m video card.

Install drivers from the HP support website first:
