I would say yes. Until AMD finally gets around to releasing new CPUs at the end of this year, possibly early next year, they really don't have anything worthwhile unless you are building on a really tight budget, eg. $400-500 or less and you're looking at $65 CPUs, in which case you could maybe make an argument for the Athlon X4 860k if you had absolutely no prospect of being able to upgrade to a better CPU in the very near future.
As it stands right now...Intel. AMD's new lineup is slated for sometime in Q4 2016, but there is no telling how well ZEN will perform, so if buying in August, Intel is the way to go.
I'm not sure when the next gen AMD's are out but out of the current generation it's Intel, AMD just cannot compete with Skylake, an i3 beats the FX8xxx series in most if not all games
