AMD Overdrive Not working on 64 bit System

I recently upgraded to Windows 7 Ultimate 64bit and I have a problem clocking my CPU. AMD Overdrive isn't functioning like id did on XP. CPU: AMD Phenom(tm) II X4 945 Processor.
Can someone tell me why the program doesn't react anymore? I had the latest version and whenever I try to get it to push up the speed, it says that it's applying my settings but nothing happens. Help?

There is a green dot in the right top corner that you need to press in order to activate the clocking.

Ok I pressed the green dot and the red ring is around it, indicating boost mode is active, but the speed of the CPU still sits much lower than the target speed, with no change whatsoever.

Here is what I mean:

This CPU is fully capable of reaching high speeds, but if I don't OC it, then it remains at 880mhz....T_T
And the target safe speed where I used to let it go to was x11.5 which sends it to 2.5ghz. any higher and I get a BSOD for some reason. Help?

Your post if confusing! The 945 runs at a default clock of 3.0 GHz. What is this 2.5 you are talking about?

What is this "target speed" you mention?

I'm sorry. It's confusing me too, but what I meant is that when I used to OC it with AMD Overdrive, The target speed and current speed would be the same. When I said 2.5Ghz, I mean all cores would run at that speed. Which meant, the current speed for all cores would say 2.5. If it runs at default 3.0, then I'm lost right now.

When you say default 3.0ghz, do you mean total or all cores run at that speed? This is where I'm lost.

I'll make this simple for you. If you do not want your CPU to change clocks, just disable Cool n Quiet in the BIOS. That way it will stay locked at the speed you set it up to.

Your questions at the end makes no sense. By default all cores run at the same speed. It takes custom apps to configure each core to run at a different speed.

However, I have one final question. Can you point me to a list of custom apps that'll aid me in OC'ing? That's all I need. Once again, thank you, you've helped a bunch!

I use K10Stat. It is not the most user-friendly software, but it will allow you to customize the P-states of the processor meaning the CPU will slow down when not in use. Cool n Quiet customized basically.

Other than that, AMD Overdrive should do the job for you. It's just a matter of much you would like to get into details.
