[SOLVED] AMD Overheat Issues

My system is a bit old, but has been doing the job for me fine. Recently I've run in to some overheating problems I'm trying to resolve. I've already tried the basics of what I know. I've changed the thermal paste on the CPU, NB and SB, and cleaned out all of the fans (they seem to be fine, and are reporting max RPM). I'd appreciate some new ideas that would help. I'm not really sure what the problem is at this point.

Idle Temps (updated):
CPU: 40
PCH: 55
System: 30

Moderate CPU Load (60-75%) Temps:
CPU: 80 (overheat warning)
PCH: 90 (overheat warning)
System: 48

System Info:
MB: 990FXA-UD3
CPU: AMD FX-8320E
GPU: RX 480
 
Solution
You should be using AMD Overdrive to read FX cpu temps - other programs aren't reading it properly.
Doesn't change the fact that the cpu's thermal throttling, but we don't know how badly, since you're using the wrong app to read temps.

What is the cooler?
If you are using an AIO, then the pump is most likely clogged or dead.
