More cores doesn't help. A 8120 would bottle neck a 660 Ti too.
An FX-4100 at 4.6GHz would be very similar to a Phenom II x4 that's clocked at 3.8GHz in performance. 4.8GHz on the FX-4100 would be similar to 4GHz on the Phenom II x4. I think that both cases would have the FX using less power. IDK if I'd recommend a Phenom II x4 over that unless it was more than $30 cheaper.

FX in its stock core configuration needs a roughly 20% higher frequency to match Phenom II in performance. You can't prove me wrong because I'm not wrong.
I agree on the wait for Piledriver if possible sentiment.
The Phenom II X4 is the better buy and NONE of them would bottleneck a GTX 660 Ti in realistic gaming scenarios.Just take a look at the CPU scaling of the HD 7970 which is more powerfull than the GTX 660 Ti so you should notice a even smaller bottleneck.

I've been running a 965BE for over 3 years now. Been OC to 4.1 for most of its life and haven't had a issue with it yet.
As far as bottle necking.. The human eye cannot see the difference between 60 fps and 600 fps.
So as long as the setup will run smooth what does it matter. It could get a CPU/ GPU setup that didn't bottle neck.. You would still have other bottle necks else where in the system.. ( ie, ram,hdd,ect.... )
The only time a bottle neck is really going to be a issue is if you just sit there and run benchmarks all day. The only time I every run benchmarks or more or less just stress test is when I am steering up a new setup and OCing it. And the only redone I even do that is to make sure it's stable at those setting and nothing get to hot in the process.
