I want boost my procesor min 3.5 to 4ghz

If you've got the old 2.8 GHz CPU running at 200MHz above the Turbo speed now (3.5 GHz), I doubt you'll get anywhere close to 4 GHz. What cooler do you have? PSU? Motherboard? Gfx card?

Gtx 670 gigabyte oc 2gb
RamCorsair DDR3, 2x4 GB, 1600MHz, CL 9
Default settings 2.8ghz boost 3.3Ghz i want to clock 3.5 or higher

You will not get far with OC on that MB, not enough VRM and it's not even cooled.

Maybe with this one if not i just dont touch.

Yes that one is much better, I had it with my Ph II 965BE . It OC-ed nicely.

If this is your board, it doesn't even have heat sinks on the CPU MOSFETS (VRMs). I suspect you will experience throttling when you get to even 3.5 GHz. Especially with a 125W (at stock) CPU. If you want to keep the board, look into some add-on heat sinks.
