To bad this and FSR could not be made into a package like Nvidia did with https://www.nvidia.com/en-us/drivers/physx/physx-9-19-0218-driver/

It's a stand alone package that run along side your GPU driver.

If AMD could make it this simple. Download it. Install. Toggle on or off, play game "s" Done.

It would bypass all the work of patching 1000's of game to be able to use it.

Maybe I'm thinking to far out of the box but why not. Could it work ?

Good idea but nearly impossible to implement correctly. A software/driver package intercepting frames to manipulate and output anywhere other than from the game menu would likely either not perform well or get you banned as it would be perceived by anti cheat as a hack. The likely outcome would be banned and it would look like if you were playing a game on a TV with SOE turned on.

That aside, FSR3 and FLM reviews have been pretty poor so far, so bad that it doesn't even do anything in some instances/negates itself.

AMD did play it smart though. They are giving Nvidia users FSR3 but won't allow it with DLSS.

I really am rooting for them. I have a 6800m that would greatly benefit from FSR3
