AMD Processor Stutter

Recently My CPU [ AMD A-10 4600m Quad-Core ] has been acting up.

The link shows the image of my CPU's performance while in-game ( it happens on all games ).
It does this while running Battlefield 3 ( runs LOW with 35-40 FPS then dipping to 10-15) all the way to Call of Duty: World at War (High with 60fps then dipping to the 20's )
The FPS drops from the higher framerate to the lower framerate in about a quarter of a second ( 0.25 seconds ) it then stays there for about 20 ish seconds and then jumps back to maximun framerate depending on the game.


Other Specs:
LAPTOP: Yes ( HP ENVY M6 )
CPU: AMD APU A10 4600m QUAD @2.3GHz
GPU: ATI AMD 7660g [ Intergrated Graphics ]
RAM: 6GB DDR3

 
Try to put the power plan to "High Performance". It will maintain the processor state (frequency) at 100% all the time. By default the power plan is set to "Balanced" and that sets the CPU's state to vary from 5% to 100%. Maybe it'll resolve your problem.

Ive tried turning down the detail but it doesnt help at all 🙁
