AMD R9 280 Clock problem

So, sometimes games wont run on the factory clock or my oc clock, and it runs at 850Mhz which is the referance clock I belive.

Only restarting the computer fixes that problem.
15.4 BETA drivers, I got the because of GTA V and that happened before these drivers.

You've got a poor quality power suply that doesn't have enough wattage to run the GPU. Get a better quality 550+ W power supply - from tiers 1 or 2 of http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html#xtor=EPR-8886 eg Seasonic 550 or 620, XFX550 or Antec HCG 620M

This used to happen to me when i ran YouTube or anything with GPU acceleration in the background whilst playing a game. as soon as i closed the web page my overclock would go back to normal.

Raider S aren't the high end, but nor they are shit.

The only good FSP are the Aurum series.

Raider S is slightly cut down Aurum. I ran FurMark and Prime95 at the same time for 20 minutes and it ran stable.
Anywho, the problem wasn't in the PSU as you suggested, after wiping the old drivers and installing the new ones it now works perfectly.
