Hello there. I've been having issues with my AMD R9 390. For the past weeks I've been getting low fps while gaming. Here is my pc setup:
MSI Radeon R9 390
G-Skill Rip Jaws 2x4GB
i7-4790k
SanDisk 240GB SSD
L337 Z97 Motherboard
Windows 10
History: I recently replaced my Power supply. I sent my custom built PC to a shop after it wouldn't boot. There were able to switch out the parts and determine the last psu burnt out. I had a Rosewill 750w power supply, now I have the EVGA 850w G3 supply.
I tried many things but am open to trying anything necessary to resolve the issue.
I uinstalled MSI Afterburner. Heard it might conflict with AMD drivers. (Reinstalled it now, after no difference)
I messed with graphic settings in AMD driver. (Resulted in no increase in fps. Fps was still low/fluctuating.)
I tried reverting back to previous AMD drivers. Was using 18.5.1, upgraded to 18.7.1, reverted to 17.3.3. (All with no difference.)
I turned off Game DVR in windows 10 settings.

I also tried running a benchmark test:
As an example, I'm getting less than 10 fps on Overwatch on low settings. On League of Legends, my fps may hit max at 144, but it still fluctuates and stutters and can go below 10.

Side note* I run my computer on balance performance power mode. When I try to run it on high performance, it just crashes in 30 seconds.
