AMD R9 390 - One Fan has trouble spinning leading to overheating card

Hello all!

So I just bought a used AMD R9 390 off of Craigslist - the guy said it was just used for Overwatch, but who really knows. The fans seemed to be in good working order when I purchased it, except I did notice that the secondary fan showed a little bit of resistance when trying to manually turn the fan. I took compressed air to clean every bit of dust out of the GPU and I couldn't see anything would've hindered the fans movement. Note that I used DDU to uninstall the old Drivers in Safe Mode and did a fresh install of the new Drivers. I'm doing the monitoring using GPU-Z and this is not overclocked.

The odd thing is that the GPU stays around 70-80C while gaming for about an hour or so and it does a good job of throttling the fan speed to accommodate the temps (anywhere from 500-2,500 RPM). After about an hour the Fan Speed goes to about 100 RPM and my GPU gets well over 80C, approaching 90C - I can hear the fan working overtime. I took the cover off my PC and noticed that the primary fan is running like crazy, but the secondary fan looks like it's trying to spin up but can't (it rotates at a fast pace, then slows down, rotates faster, slows down, etc.). I'm guessing GPU-Z is reading the secondary fan speed because the fan speed alternates between about 50-150 RPM.

Does anyone have any recommendations on how to potentially fix this? Or did I buy a faulty GPU off Craigslist? Would AMD provide any type of fan fix for this? Thanks!
 
I'm afraid not, he won't respond (go figure). How would I go about rigging a replacement into position?

The weird thing is that eventually the fan starts to spin up again at a normal pace, this low fan speed problem isn't all the time.

Would AMD provide any support for this?
