AMD Radeon driver IMPOSSIBLE to update?

So it seems like a lot of people have this problem and even though I've done some solutions from Google it still wont work. So I downloaded the latest driver update for my Radeon HD 7690M XT which is actually some AMD install manager, and when I launch it and do everything it still had my old driver. So I completely uninstalled all the AMD stuff on my laptop with the uninstaller and uninstall the video driver via device manager. Now I have to reset the laptop to install the new driver, but every single time I restart it automatically re-installs the old driver and there's no way to stop it! Even when I delete the old one.

AMD really sucks at making their cards easy to use. Can someone please tell me how I'm supposed to install a new driver if it re installs an old one every time???
 
LOL love it when people rage against something and it has NOTHING to do with the cards or even drivers themselves.

Your windows is corrupt. More specifically your windows installer files. VERY hard to fix.

Now rage against Microsoft as you SHOULD be doing.
 
Virus, malware, natural corruption of files, sudden shutdowns, harddrive degration, you name it.

Personally I would suggest going for a straight up windows format and fresh install.

MAKE SURE YOU GET ALL DRIVERS from Manufacturer website, not AMDs site.
 
Well that's pretty annoying, luckily I got a really big external hard drive recently... btw I've never done a fresh install. I've only ever done System Restores because I don't have a Windows 7 disc do I need one?
 
Okay, I've moved everything onto an external hard drive and I'm about to to the restore. Should I simply revert back to the earliest restore point? I did a search and determined that I can legally download a Windows 7 installation ISO and boot it from USB flash drive, so would this be the smarter option? Also considering this laptop was the display model so I'm pretty sure the restore point will be when it was in the store.

The AMD site has the latest update as January this year, are you sure HP is up to date with everything?

And windows update usually does a pretty bad job, I prefer knowing I'm installing the latest driver.
