AMD Radeon HD 5670

According to Wikipedia the 5670 was introduced in 2009 so it's fairly old but I figured it could play a 2D RTS game from 2000 at 1080p and record without dropping frames to an SSD.

I'm using bandicam and can't keep a steady 30fps while recording and zoomed out. I'm guessing it's the card holding me back but the entire PC is from the same decade so wasn't sure. The game was Stronghold HD, any thoughts aside from a new rig?

It isn't just that it is an older card, it was a low end card at the time as well.
Saying that, it is fantastic compared to anything available in 2000.

If looking for a single component to upgrade though, an Nvidia card that supports ShadowPlay would be a great choice.
This would guve you not only a more powerful graphics card, but ShadowPlay will take load off the CPU.

According to the Nvidia web site, it is supported by all GeForce GTX 600, 700 and 900 series cards. The cheapest of these is going to be the GTX 650 if you can still get it or the GTX 750.
