AMD radeon hd 6950 black screen help needed please?

I have an amd radeon 6950hd 1gb asus version which I am trying to install in a new build however I get a black screen I don't have access to the bios I also have already have disabled the on board graphics My power supply is this http://www.ebay.co.uk/itm/380547753052?ssPageName=STRK:... been trying to figure this out for the last 10 hours need serious help

Try and boot into safe mode, turn on the pc and keep pressing F8, if it works let me know, i have had previous experience with your issue.
