You've mistaken the whole cpu vs just the igpu. It is not 17w vs 55w considering the lowest amd cpu with it is a total of 17w which includes the cpu+igpu tdp combined. Also intel has a 18w cpu with it so the combined tdp can't be lower than the igpu alone. The top tier hd 4000 is only 8w. The performance is so close you should make the choice from the other specs.
The Intel HD 4000 is marginally better performing, however the 7500g is 17w, vrs the 4000 which is 55w, so battery life in a laptop will be better of with the 7500g
