AMD Radeon HD 7870 ??

Is this the best video card that I can get for the price. (gaming pc) video card like 250 bucks. I dont care if its nvidia or amd

Nope, the 7870 LE is the best. Performs like a 7950 which is a $300 card. It's really hard to find though, because of the performance and it comes in around $230. But yes other than that card I mentioned, it would be the 7870 vs the GTX 660. The 660 wins in some tests and the 7870 wins in other tests. I would still get a 7870 though because of the bigger memory interface.
 
There generally isn't much of a performance difference between a 7870, a 7870 LE, and a 7950 800MHz. They're all close enough that which is better can depend on the individual model (some factory overclocked versions can top out a stock model of the next card up by a little).

The 7870 usually beats the 660 nowadays. It competes better with the 660 Ti than with the 660.

The 7870 LE is around $230 and the 660 ti is around $300. If the 7870 LE performs almost the same as a 660 ti and it's $70 cheaper, why not get it? Therefore to answer the OP's question, get the 7870 LE.
 


Pretty much that. The 660 Ti is generally not worth the money what with the 670 sometimes found only a little more expensive and tight competition above and below from AMD and the 660 is difficult to consider when it's not found cheaper than the cheapest 7870s.
